Jose Mourinho was keen to sign a centre-half in the summer, with Everton's John Stones his number one target right up until the transfer window shut.
Abdennour was also linked with a move to Stamford Bridge at the time and the 26-year-old has told Super Deporte he turned down several offers to secure his move to Mestalla, including one from Mourinho.
"Last season at Monaco we came close to the Champions League semi-finals, just missing out against Juventus — I was with Monaco at the top of Europe.
"[Otamendi] is a good player, who did well with Valencia last year, but he went to City and now he's there.
"I wish him a lot of luck and happiness in Manchester, that's all."
