The Colombian striker moved to Monaco from Atletico Madrid but spent just one season with the club, which was cut short when he picked up a knee injury in January that ruled him out for the remainder of 2013-14.
Falcao has since joined Manchester United on loan andis expected to join the English side permanently at the end of the season as they have agreed a €56 million fee to purchase him.
The monarch of the principality, though, says the forward was expected to stay for longer than just the one injury-ridden campaign, but still feels the club will be successful without him.
"I was disappointed by the departure of Falcao," he told Canal Plus. "We expected him to stay a little more. But now the young team is progressing well.
"I understand the frustration of fans who feel abandoned. But even with fewer big names, we can hope to do well.
"What has been disappointing is the lack of uniformity. I think the team has struggled, or the coach has had the difficulty to finding the right way to motivate the group.
"But I think we're on a roll to make a great season.
"Jardim coming in as coach surprised everyone. In the beginning it was quite difficult, but I think now we can see it evolving. This is positive."
The son of Grace Kelly was then asked for his thoughts on Uefa's Financial Fair Play and he believes the system is unfair for a club like Monaco.
"Monaco have some points to make about it, especially because we do not have a large population base.
"We do not have the same potential as the others. We must put everything on the scale and see if we can find an equitable solution."
Monaco drew 1-1 with Reims on Friday and they are placed seventh in Ligue 1 with 12 matches played.
